MEMORANDUM FOR THE DIRECTOR
SUBJECT: 40 Committee Executive Secretariat
1. The attached memorandum to you from
(AD/DCI/IC), which recommends that the Executive
Secretariat for the 40 Committee be attached to the
office of the D/DCI/IC, was sent through me for concurrence.
2. It seems to me, there are three things that could
be done with the 40 Committee Secretariat responsibilities:
a. Append them to the IC Staff, for the
reasons outlines.
b. Append them to the NIO office, since
the NIO's are your principal substantive staff
officers, should be aware of and give you their
views on 40 Committee actions anyway, and
because by and large 40 Committee business
tends to have more to do with substantive action
than resource allocation.
C.' Leave the Secretariat function essentially
where it is today, i.e., with Mr. Evans.
3. I feel a fairly cogent argument could be devoped
in support of each'of the above three propositions and
suggest that we leave these responsibilities where they now

are -- i.e., with Mr. Evans -- until the matter can be
focused on in a session chaired by you and attended by the
heads of all three offices involved.

MEMORANDUM FOR: Director of Central Intelligence
SUBJECT: 40 Committee Executive Secretary
1. A couple of months ago on a Saturday morning when you and I
were talking, among other things, about tidying up organizational re-
lationships, you wondered out loud at attaching the 40 Committee
Executive Secretariat to the D/DCI/IC. You deferred from doing this
until the NIO organizational concept had evolved somewhat more. This
is a reminder and contains a suggestion that the 40 Committee Executive
Secretariat be attached to the office of the D/DCI/IC.
2. The basis for making the suggestion is twofold. First, the
considerations of the 40 Committee are related to political and military
risks, as conditioned by technology, involved in penetration of asserted
sovereign spaces and the D/DCI/IC -- as a military man and as director
of the IC Staff -- has the experience and personnel to provide effective
guidance to the Executive Secretary. Second, as 40 Committee business
is clearly a community activity, it would serve to pull closer together
all such activity were the 40 Committee functions joined with those of
USIB, IRAC, and NSCIC already in the office of the D/DCI/IC.
