SUBJECT: Commendation for Miss Helene Boatner
1. As you know, Miss Helene Boatner who is now
assigned to your office was temporarily shanghaied by us
after her graduation from the Nat'l 'onal War College to
handle the production of an important and complex National.
Intelligence Estimate.
2. Thanks'to her outstanding professionalism and
competence, a very difficult task with a short time fuse
was discharged in a most impressive fashion. NSC and
White House decisions necessitated the production on short
notice of a fresh Estimate on Prospects for the Further
Proliferation of Nuclear Weapons. This is a touchy and
sensitive subject replete with many levels of complexity,
both technical and political. It is a game with many
players, many of whom represent strongly vested bureaucratic
interests or substantive positions. Being strapped partic-
ularly for the kind of talent necessary for this task, we
asked for the loan of Miss Boatner to handle it. She did a
superlative job. Though this is what one would have expected
in light of her strong professional qualifications and
demonstrated record of performance, the job she did was so
impressive as to warrant special notice. In light of the
above would you please extend our official thanks to
Miss Boatner and give her the attached letter of appre-
ciation. I am also sending a copy of this memorandum to the
Director of Personnel with the request that it and its attach-
ment he placed in her official personnel file.
