I wanted to express in wr;ting some thoughts I
have already conveyed to you orally, namely.how much
the Director and I both appreciate the really outstand-
ing job you did on the Proliferation Estimate. The
paper that emerged from the tortuous bureaucratic process
was an impressive piece of work which should. be very
helpful to its consumers. You were probably the only
one who could have put it all together and. no one else
could have done it as well. Again, my great thanks for
lending us such a first-rate helping hand.
