C. 20505 25X1 26 August 1974 MEMORANDUM FOR THE CHAIRMAN, USIB SIGINT COMMITTEE SUBJECT: Comments on the SIGINT Objectives Section of the National SIGINT Plan REFERENCE: USIB SIGINT Committee Memorandum, 16 August 1974 1. Per your request, my NIO colleagues have reviewed reference memorandum and have found it to be a clear and sensible ordering of priorities. All agreed that tying the SIGINT objectives to the DCI's Perspectives for Intelligence and Objectives was a logical approach to the admittedly diffi- cult task of identifying the goals of the SIGINT Community in sufficient specificity to be of use to General Allen in the formulation of the National SIGINT Plan. 2. As you are aware, however, any such listing of requirements takes on an air of being a platter full of sub- jects on which the discipline involved ought to provide in- formation and, thus, becomes to some, a shopping list which, while designed to delimit, actually is an open season hunting license. We have all been faced with this dilemma at one time or another and to my knowledge, no panacea has emerged to solve the problem of how to be specific in our require- ments while at the same time reflecting the myriad of ques- tions which require answers. 3. Of course, we are all well aware that this latter point is one which all portions of the Intelligence Community will have to focus upon in the coming months and years.
