National SIGINT Plan
The SIGINT Committee has been working with the NSA
representative in developing the SIGINT requirements statements
for the National SIGINT Plan. The attached represents a revised
listing based on the recently published DCI's Perspectives for
Intelligence. The Near Term statements are keyed to the DCI's
Objectives whereas the Long Term apply to the Perspectives.
Before I transmit these formally to the Director, NSA, I welcome
your views. As you may already be aware, General Allen is well
along in the preparation of the NSP which is now in its third draft.
An early response would be appreciated.
