SUBJECT . Problem Issues on the International. Scene
1. Attached is a set of notes collectively entitled.
"Problem Issues on the International Scene," prepared. under
the aegis of the National Intelligence Officers as an over-
view survey for the President. The President's copy was
given to Dr. Kissinger by the DCI prior to the 10 August
National Security Council meeting. At the same time, the
DCI also gave one copy to Dr. Kissinger for his own retention
and one copy to the Secretary of Defense. The DCI has
asked me to forward this separate copy to you so that you
may also have one for your own information and use.
2. Please note that two pages of this rather broad-
brush survey are particularly sensitive. (Both of these
are in the Strategic Programs section which, overall, is
the most sensitive portion of the whole package.) The
first is the page entitled "Compliance with SALT Agreements,"
which outlines information that, as you will recognize,

Attached for the Board's information and yours is a
set of notes collectively entitled "Problem Issues on the
International Scene," prepared as an overview survey for
the President. (These notes were prepared by the NIOs.
Because of the pressure of time they were not checked
throughout the Community, though appropriate senior officers
in the DDO, DDI and DDS&T were consulted.) The President's
copy was given to Dr. Kissinger by the DCI prior to the
10 August National Security Council meeting. At the same
time, the DCI also gave one copy to D.r. Kissinger for his
own retention and one copy to Secretary Schlesinger. At
the DCI's direction, I have sent a copy to General Brown
and to Deputy Secretary Ingersoll.
