(b) It reflects the major tinkering that some of you wanted to do on your original submissions. I would like to go over this document both substantively and editorially at our text session at 1430 on Thursday, hope is that before you will be on tape and my charming companions -- after our thorough e iberations -- can run off a final version for our formal submission to the Director and to others, including all of the USIB members, for their review and coordination prior to submission by the DCI to the NSCIC. Attached is the second draft of the KIQs. It reflects three things: (a) The fine editorial hand of who has .taken the inchoate lump and made it a coherent prose document written in the English language. (In the process, the questions have all been made questions.) (b) Your suggestions and marginal comments which we have tried to incorporate. (c) Some substantive revisions of a few of my colleagues based on their discussions with their Community associates. 2. In such exercises, I am a firm believer in the adage of less haste and more speed. My colleagues and I will meet on this draft at 1430 on Thursday, 27 June. By that time, I hope we will be in receipt of any further -suggestions you might want incorporated at this stage of the process. On Friday, 28 June, we will submit formally to you and to others within the Community our proposed Key Intelligence Questions for FY 1975. These can then be properly reviewed and coordinated with an eye to an early submission of a coordinated set of KIQs by you to the NSCIC. 3. You can tell the honorable members of USIB that the draft KIQs will be distributed to them for their review on Friday, 28 June. I do not want to foreshorten the above schedule because an extra 48 hours of careful thought at this stage of the drafting process will save you intolerable work later. 25X1 25X1 Geo ge A.
