TO: All NIOs FROM: GACarver, Jr. As all of you will have noticed, the old CIB is no more and has been replaced by some- thing called the National Intelligence Bulletin a document put out as a USIB product. The format is slightly different, there are a few more articles in each day's issue (perhaps too many) and somewhat more stress is laid on coordination than was the case with the CIB though it, of course, was also a coordinated document (at least in theory). In about two weeks, I would appreciate receiving your reactions to the new NIB and any suggestions for improvement you might have. I am particularly interested in two things: (a) its utility for its audience (senior member of the analytic fraternity and policy officials below the level of those who receive the Nation Intelligence Daily),and (b) whether or not, in your judgment, the stress on coordination has a deleterious impact on the crispness, bite, and usefulness of the individual articles in yo4 respective areas.
