The DDO has evinced some concern about the extent to which people with limited experience in Agency overseas travel (either PCS or TDY) are travelling abroad as representatives of the DCI. This concern, I hasten to add, is directed primaril at the IC Staff -- not at those within the NIO apparatus. One fruit of this concern has been the development of a two-day training-orientation semi- nar which the DDO would like putative travellers to attend. The first running of this seminar is scheduled for early June, specifically noon on Thursday, 6 June throu h at the latest) noon on Satilrd 8 June. 2. Since both of you gentlemen will soon be travelling abroad as DCI representatives, I would be most grateful if you would attend this initial session and after it is completed, let me know frankly whether you think it is something worthwhil for those of our colleagues who have not already ha extensive overseas Agency experience. I regret the imposition on your time, but two springtime days in the Virginia countryside can be quite pleasant and I would welcome some first-hand comments on the utility of the program the DDO has put together.
