Attached is a 15 May letter to me from Admiral
de Poix which may be of interest to you and
General Walters. It is Vince's response to my long
screed of 14 March laying out what I saw as the
ground rules for preparing national intelligence
under the new system. If Vince will adhere to the
precepts endorsed in his letter, things will be
fine though we will, of course, have a certain amoun
of pulling and hauling on specific issues, partic-
ularly ones on which military nerves are tender.
