Plan
Attached is a package from
General Allen addressed to the DCI and
the ASD(I) on the National SIGINT Plan.
I am sending copies to each of you
because of the interest it holds for
us all and, in particular, because of
General Allen's comments in paragraph
4 of his covering note. As we have
discussed and as he has mentioned to
me privately on several occasions, he
hopes to get a great deal of assistance
from the NIOs in providing him with the
resource allocation guidance he has to
have if he is to deploy his resources
sensibly in a era of diminishing budgets
and rising inflationary costs.
