SUBJECT National Intelligence Production on
Foreign Strategic Programs,
February-July 1974
1. You should have received through USIB channels a memorandum
(USIB-D-14.2/1, 25 February 1974) concerning planned interagency
intelligence production on foreign, strategic matters through July
1974. This production program was prepared under the auspices of
the National Intelligence Officer for Strategic Programs in his
capacity as the Director of Central Intelligence's representative
for this area. Clearly the participation and cooperation of the
military services will be of crucial importance in the preparation
of most of these studies.
2. The DC1 has reviewed and endorsed the proposed production
program. The NIO for Strategic Programs has asked representatives
of CIA, DIA, State/INR and NSA to identify action officers who
will participate in the several projects. We would appreciate it
if you would also identify action officers for those projects in
which your service is listed as a principal collaborating agency.
Action officers of agencies with primary responsibility are now
taking initiatives to start these projects, and all would benefit
from the earliest pos?ible participation of service representatives.
