As you probably know, Adm. Anderson is the chairman of the President's Foreign Intelligence Advisory Board; and as you certainly know, he is a former CNO with a continuing interest in Naval mat- ters. When.the DCI appeared before the PFIAB on 7 February, Adm. Anderson raised his great interest in the forthcoming Estimate on the Soviet Navy, for which you will have oversight responsibility. . 2. For some weeks, if not months, Anderson has apparently been busily contacting US Naval officers around the world, soliciting their views and assess- ments of Soviet Naval capabilities and intentions. The DCI understood that Anderson had packaged his findings, plus some personal comments, into a pri- vate memorandum for the President. 3. The DCI and I both feel it would be advis- able on several counts if you would call Adm. Ander- son, arrange an appointment, make your manners to him, brief him on the scope and outline of the Soviet Naval Estimate and progress therein, and see if you can ob- tain either an oral rundown on what Anderson has told the President or (if possible) a copy of his memorandum. 4. I am jotting this down simply to be sure it does not slip my mind when we get a chance to talk after you come on board full time. George Carver, r.
