Attached is a note to me from Jim Critchfield which I think you will find interesting and enlightening. I asked Jim to review and comment on the total Indian ocean package, i.e., the JCS "flimsy" (working draft) plan and the remarks made thereon by the various Agency offices concerned with this problem. Jim's comments are embodied in his memorandum, which is a good piece of work. 2. The attached memorandum was written for internal consumption and -hence makes its points frankly wi.thout any particular effort to be tactful. I will draw on much of its argument in .the combined response we are making to .the JCS but do not plan to circulate Jim's document itself outside of this building. George A. Carver,.
