The basic memo on the VCI was prepared largely by OCI and coordinated with and by all the brethren. I sent it to Whitehouse (acting for Sullivan) on 4 June with the attached transmittal note. I have also sent copies of our draft to Wayne Smith and to Tom Latimer. 2. The audience reaction has been uniformly favorable, which is not surprising since the memo is indeed a first class piece of work. Charlie Whitehouse sent me the appended note. The JCS reps on the Sullivan Committee told me today (8 June) that they thought it a splendid paper and Sullivan :said it was the best thing on the VCI he had ever read. Wayne Smith also told meafter the 7 June SRG that he had found it extremely well done and very useful.. 3. The plan Is that Sullivan will forward it to Kissinger as the Ad Hoc Committee's submission with the notation that the paper was essentially prepared by the Agency. We are now working on the companion piece which will outline what ought to be done in the police and security field to cope with the continuing and serious problems that this paper describes.
