S. advisory structure maintained to support it. This paper grew out of many discussions, including the ones held here with Ted Shackley, and an extended working dialogue between Jack Horgan and Colonel Farnham of ISA. It was reviewed in draft form with George Jacobson at a session hold here at which ?Ias also present. 2. After you have had a chance to look this over and we have caucuseed on it among ourselves, I want to send it to the members of the Sullivan Committee to get their overall reaction. (The ISA homework, of course, has already been done since they participated in this paper's development.) If the Sullivan Committee buys this approach. as it probably will, the next step will be to follow George Jacobson's suggestion of sending it to the Mission for comment but doing so in a manner that makes it clear that this is a working draft, not a fiat or edict from Olympus.
