I have spoken to Dave Farnham and in the interest of getting the cable out he and JCS have made their peace with USAID. The one change in the USAID draft that emerged from this agreement is noted on the attached drafts. Although I have some doubts about the stability of the USAID-Police-OSA-PSB Klatch, basically I agree with DOD that the cable should go sooner rather than argue about it for another month. Therefore, I have made no further changes in it. I have provided you with only three copies since John Arthur provided copies to the membership and your briefcase is, I believe, already full.
