SUBJECT US Intelligence Capabilities to
Detect Communist Reactions to US
Courses of Action. in North Vietnam
1. The attached memorandum responds to your
request of 7 May for an assessment of US intelligence
capabilities to detect Communist reactions if the
US moves to blockade or mine the port of Haiphong
and bomb land routes from China.
2. The paper focuses on reactions involving
military forces and supplies, and does not address
particular diplomatic moves that might bear on the
upcoming Presidential visit.
