Approved% r Release 2005/03/24: CIA-RDP80R 720R001300080021-3 19 March 1971 MEMORANDUM FOR THE RECORD SUBJECT: Requirements Inputs to USIB Committee on Resources and Asset Allocations 1. The requirements drafted by the committee principals reflected, as requested, their independent interpre+ations of what intelligence will be needed in Indochina for the foreseeable future and were much less paro- chial than could have been the case. As was expected, a healthy degree of duplication resulted with the submissions phrasing and organization the only aspects differing to any extent. A review of the inputs made it apparent that a consolidated prospectus of the requirements in very general terms could be of some value at the next meeting. 2. While the inputs did not seem to keep specifically in mind the points raised by Mr. Tweedy, i. e. , that the intelligence needs should be approached with the view that in this era of reducing U. S. presence, what intelligence will be required: to allow U. S. officials in Washington and in the field to make policy decisions and meet their day-to-day res- ponsibilities, to assist our allies and protect our withdrawing forces, and to assist our allies after U. S. presence has been significantly reduced. 3. Looking at all of the inputs in light of Mr. Tweedy's comments, it appeared that the requirements logically broke into two general groupings. These are National Requirements -- those of continuing interest to high level U. S. officials on both our allies and the enemy in all of the countries of Indochina and Tactical /Military Requirements -- those data required primarily on enemy forces to support U. S. forces in the field during the withdrawals and by our allies now and in the future to protect themselves. The National Requirements have been further subdivided into three categories: military, political and economic.
