Cline Director Bureau of Intelligence and Research Room 6531 meat of State 5 March 1971 Dear Ray: A few days ago I discussed with you the possible need for a committee in which the intelligence community's problems in Vietnam could be thought out and some recommendations drafted. After taking soundings which indicated the community was in favor of such a move, I informed Dick Helms and he has approved formation of the committee. George Carver will chair the cos aittee and the balance of the membership will comprise CIA, DIA, NSA, State and a representative from the NSC. The problem before the committee will be to provide guidance on the direction and level of effort required of the intelligence cox:-t?- onuni.ty in Vietnam over the next two years. As the Vietnanzisation process continues and the war in Vietnam alters character as a result of phased reductions of U. S. ground force levels and theater assets, U. S. intelligence support must be geared to this changing situation. The general terms of reference of the committee will be to define the role of U. S. intelligence in Vietnam over this period, to identify more clearly the tasks of individual agencies, to establish some guidelines for personnel strengths and to put forward the resultant recomrnenda- tions for policy approval. If you will call me as soon as you have selected your representa- tive on the committee, I will keep George Carver informed and he will call the first :-meeting as soon as all the nominations are in.
