MEMORANDUM FOR
THE DIRECTOR OF CENTRAL INTELLIGENCE
SUBJECT: Intensified Intelligence Collection in Laos
You called my attention on October 30 to the study prepared last
July on "Intensified Collection Against Logistic Networks Supporting
Communist Activity in South Vietnam. 11 You noted that further
steps to intensify intelligence collection cannot be taken without
policy guidance.
I think that specific recommendations are needed for the President's
consideration. These recommendations should be drawn up by the
Central Intelligence Agency in cooperation with the Departments of
State and Defense. They should take into account the importance of
the intelligence gain to be anticipated from specific increments in
our collection activity, the political and military implications of the
proposed actions, and the desirability of diverting limited intelligence
collection resources to the proposed programs. I would appreciate
receiving these recommendations by January 27, 1970.
