MEMORANDUM FOR THE DIRECTOR
SUBJECT: Kissinger Collection Project

1. Attached is a memorandum requested by Dr. Kissinger. As
indicated therein, it is an analysis of our present collection activities
on enemy logistics moving through south Laos and through Cambodia
and a series of recommendations for augmented collection efforts
which might help resolve some of our outstanding debates and questions.

members of the ad hoc task force that has been working on this project,
with the request of telephonic concurrence to be made no later than
1400 Friday, 18 July. If there are no major substantive objections
(there should not be, at this time), I will have any final editorial
changes made on the tapes and get the package run with the intent of
sending it to the White House by close of business Friday.
2. I would appreciate your looking over this final draft to see
if you have any problems or recommendations before we run the printed
copy.
