SUBJECT : Collection Augmentation Proposal for
Dr. Kissinger

1. Attached for your consideration is a copy of the final draft
of the task force memorandum to Dr. Kissinger with its two annexes.
This final draft reflects the discussion at our last task force meeting and
incorporates all suggested changes, some of which we have modified
editorially. Any substantive disagreements have been ironed out directly
wish the office or agency involved.
2. I had originally intended to call one more joint meeting of the
task force, but now wonder whether this would be worth the aggregate man
hours such a meeting would consume. No major substantive disagreements
came up at our last meeting and all suggested textual modifications have
been incorporated in this final draft. Unless some task force member
or his principal specifically feels another meeting is required and wishes
to request one, I suggest we handle Final clearance via secure telephone.
I would therefore appreciate receiving a call by 1400, Friday, 18 July
