Memorandum of Breakfast Conference with Senator Knowland;

Mr. Paul and I went to Mr. Knowland's office, P-48 at the
Capitol, and I introduced Mr. Paul to the Senator. I then had a talk
with, him alone for about an hour which ranged over the critical areas
of the world, with particular emphasis
At the Senator's request I then reviewed various critical areas
of the world, indicating the intelligence we had on the Arab-Israeli
dispute, the likelihood of war in the Middle East, and the possibility
of outbreak in China coincidental therewith. I pointed out that in our
opinion the Soviet Union was not yet ready for war and would not wish
to provoke war at least until it had improved its long range bomber and
projected its guided missile strength. In particular we discussed the
situation in Pakistan, Korea, Southern Vietnam, etc.
At the conclusion of the meeting, Senator Knowland asked about
the progress of our building and I told him of our plans to seek an
appropriation later in the session, probably in May, as soon as we had
our architectural drawings and estimates ready.

As regards the Mansfield Resolution, Senator Knowland said
that he thought it unlikely it would come up before the Easter recess.
I told him that the Majority Report of the Rules Committee contained
important inaccuracies, and he told me to kindly give him a memo-
randum pointing these out. He clearly indicated his opposit ,on to the
measure and forecast that Bridges would also be ag n t it.r
