MEMORANDUM FOR: The Director
SUBJECT: Attached Letters to Senators Humphrey
and Neuberger
I lhas recommended that the. Director's
replies to renters rom Senators Humphrey and Neuberger be
worded in as general a manner as possible. The Humphrey
letter raises some problems, because it requests specifics.
The Director will note that the letter to Humphrey offers to
discuss the matter further with Lim I am inclined to think
this offer is desirable, as it may provide an opportunity to
educate the Senator an certain activities which this Government
is carrying on and which he may not know about. On the other
hand, we must recognize that he is one of the most outspoken
critics of the present conduct of foreign policy, and it may be
that further conversations at this stage of the political game
might be inadvisable.
