Dear Senator Butler:
I have your recent letter inquiring whether there has been any
evidence of "Red merchant marine subversion" at American ports in
recent years.
We are naturally most concerned with any subversive activities
directed at the United States from outside the country, and work very
closely with the Federal Bureau of Investigation in this regard. This
would of course include any attempts to use merchant ships to gain access
to United States ports. As you correctly assume, much of this material
is of a classified nature. I would therefore suggest that one of our
experts call on you personally and brief you on the details.
As you probably are aware, our work is almost exclusively
overseas. Any information obtained by us regarding the use of merchant
ships for subversion against the United States would be passed to the
appropriate agencies. In addition to the overall interest of the FBI in
the internal security of the country, principal responsibility for port
security rests with the Coast Guard. Mr. A. Gilmore Flues, the
Assistant Secretary of the Treasury, is responsible for Coast Guard
matters.
Our Legislative Counsel will ascertain your desires in regard
to being further briefed on this subject.

Senator Hubert H. Humphrey (D., Minn.)
1. This memorandum contains a recommendation submitted for
approval of the Director of Central Intelligence. Such recommendation
is contained is paragraph 6.
2. On 28 October 1958 you approved nay recommendation that the
Field Stations be alerted to Senator Humphrey's trip abroad. (See
attached Memorandum.) The Agency briefed two staff members of
Senator Humphrey's party prior to departure.

5. A State Department dispatch of 2 December from Moscow
reported that Senator Humphrey had met with Khrushchev on 1 December
from 1500 until approximately 2300. Two subsequent dispatches have
been received from Moscow on this matter. (Attached) OSI is
particularly interested in Khrushchev's statements to Senator Humphrey
that the Soviets had all the H and A bombs they needed and would not
only stop production of fissionable material for weapons material but
would shortly dismantle some of their bombs. OSI is particularly
interested in view of the recent talks between .Khrushchev and Sir John
Cockcroft, Chairman of the UK Atomic Energy Authority.
6. My present information is that Senator Humphrey will be in
Washington on the 6th, 7th and 8th of December. I am further informed
that the Senator is anxious to discuss his trip with appropriate persons
in the Government. I recommend that efforts be made for you to meet
with Senator Humphrey during this period. I suggest General Cabell,
Dr. Scoville, Zdr. 0 and probably a few others be present if we
can arrange a debriefing session. If you agree with my recommendation
I shall make every effort to make arrangements with his office and,
possibly, you may also wish personally to telephone him Saturday
morning, 6 December.

SENATOR HUMPHREY INFORMS ME SUBJECT OF GENEVA CONFERENCE
ON ATOMIC TESTING CAME UP IN HIS CONVERSATION WITH KHRUSHCHEV,

SAID, "WHO ARE YOU TRYING TO FOOL? YOU KNOW IT TAKES ALMOST ONE
YEAR TO SET UP A NEW SERIES Or TESTS SO YOUR PROPOSAL IS NO
PROPOSAL AT A.L.L." ALTHOUGH MAKING CLEAR HE WAS SPEAKING
PERSONALLY, SENATOR ATTEMPTED CORRECT HIS MISUNDERSTANDING
OUR POSITION, APPARENTLY WITH SOME SUCCESS, AND EXPRESSED OPINION
THAT US WOULD NEVER ACCEPT A WEAK AGREEMENT WHICH WOULD ONLY
INVITE DECEPTION AND EVASION. KHRUSHCHEV SAID HE HAD BEEN
INFORMED OF SENATOR'S CONVERSATION WITH KUZNETSOV ON IMPORTANCE
TO US OF HAVING AGREEMENT IN ONE DOCUMENT AND IMPORTANCE WHICH
SENATE ATTACHED TO TREATY AS OPPOSED TO EXECUTIVE AGREEMENT.
KHRUSHCHEV SAM HE AGREED TO ONE DOCUMENT AND HAD SO INSTRUCTED
HIS DELEGATION ON NOVEMBER 28. SENATOR REFERRED TO IMPORTANCE
OF AGREEMENT ON TESTING AND EFFECT WHICH SUCH AGREEMENT WOULD
HAVE ON OTHER QUESTIONS.
HUMPHREY ASKED IF SYSTEM OF CONTROLS WHICH KHRUSHCHEV HAD IN
MIND WAS AGREEMENT MADE IN GENEVA BY TECHNICAL EXPERTS.

REASON WHY THE SCIENTISTS MET."

KHRUSHCHEV EXPRESSED GREAT CONCERN ABOUT REFERENCE IN
AMERICAN PROPOSAL TO EXPERIMENTAL EXPLOSIONS FOR PEACEFUL
PURPOSES ON GROUND 'T'HESE ''WOULD LEND THEMSELVES TO RESEARCH
DEVELOPMENT PURPCGES. HE PREFERRED PTO EXCEPTION BUT IF THERE
WAS ONE IT WOULD BE NECESSARY TO LIMIT NUMBER OF SUCH
EXPLOSIONS AND TO PROVIDE FOR EQUAL NUMBER FOR EACH SIDE.
HE EXPRESSED DOUBT THAT A UN AGENCY COULD EFFECTIVELY POLICE
SUCH OPERATIONS.
SENATOR GAINED IMPRESSION THAT SOVIETS ARE GENUINELY SEEKING
AGREEMENT ON TEST SUSPENSION AND ARE PERPARED TO MAKE
SOME CONCESSIONS IN THIS FIELD, BUT THAT THEY DO NOT EXPECT
REACH AGREEMENT ON SURPRISE ATTACK. ON LATTER SUBJECT KHRUSHCHEV
ACCUSED US OF SENDING DELEGATION THAT SOUGHT ONLY INFORMATJDN
AND INTELLIGENCE. SENATOR REFERRED TO GREAT QUALITIES OF
MR. FOSTER AND SAID THAT EVEN KUZNETSOV HAD EXPRESSED HIS
HIGH REGARD AND ADMIRATION FOR HIM. SENATOR ALSO ACCUSED
SOVIETS OF BEING UNDULY SUSPICIOUS AND STUBBORN.
KHRUSHCHEV MADE CLEAR SOVIETS WOULD NOT CHANGE POSITION ON
OUTER SPACE PROBLEM.

THEY COULD SAFELY TEST ROCKET FOR THIS DISTANCE. HE SUGGESTED
