Foreign Documents Division plans to include the article in its weekly publication "International Communist Developments", which is distributed in about 360 copies within the U. S. Government. A few copies of the FDD publication are sent to the External Research Division of the Department of State and, since the Apteker article has a removable "Official Use Only" cover, copies may reach univer- sities and non-government sources.
