MEMORANDUM FOR: Director of Central Intelligence
SUBJECT.- GI.A Subcommittee of House Armed Services
1. This memorandum contains recommendations submitted for
approval of the Director of Central Intelligence. Such recommendations
are contained in paragraph 4.
2. You will recall that we have had four meetings with the CIA
Subcommittee of House Armed Services, the last one being on 25 February,
or three an 17, 1.9 and 20 February. I have kept in touch with.
Robert Smart, the Committee Counsel, in the meantime. The Easter
recess came in the interim and dir. Kilday was requested to do several
special tasks by the Chairman, Carl Vinson. While we should be
restrained in urging the Subcommittee to hold hearings, it is also true
if the Subcommittee is to serve useful purposes, particularly from
our viewpoint., it should meet with some degree of frequency.
3. The briefings to date have furnished it with a general picture
and impression of our activities and I am sure some of the examples
have left lasting impressions. The current situation and the 25X1
Agency's activities in this connection seem to me to afford excellent
material for briefing the Subcommittee in depth on the work of the Agency,
? lustrating the responsibilities discussed with it previously. An an
adjuct to this briefing, the part played by CAT affords another illustration
of the manner in which the Agency must operate in order to have available
proper tools and assets to accomplish its mission.
4. This proposal has been discussed with Desmond Fitzgerald,
Gates Lloyd, Lawrence Houston and Mr. Kirkpatrick. All agree that it
seems highly desirable and would serve the Agency's interests. Therefore,
I repmmend that you approve a briefing of this type and that the necessary

arrangements proceed including proposing that the Subcommittee meet
for this purpose. You also may with to consider those persons who
should give the briefing. Mr. Ktlday has mentioned on at least one
occasion that the rector of Central Intelligence need not necessarily
conduct all briefings. You may wish to consider requesting Mr. Bissell
and appropriate FE personnel to conduct this briefing.
