MEMORANDUM FOR THE RECORD
SUBJECT: Briefing by the DCI of the Senate Foreign Relations
Committee
The Director, accompanied by the DD/I and Legislative
Counsel, appeared before the Senate Foreign Relations Committee
Executive Session. Present from the Committee were:

The Director indicated that we were engaged in the business of training
indigenous types. The Director further pointed out that such covert
activities as we do have are only in support of established policy. In

commented that the Congress has been fair and generous in connection

5. Senator Hickenlooper also asked questions about covert activities
indicating his belief in the necessity for such action being taken. The
Director again emphasized that any covert activities of the Agency follow
and support the over-all U. S. policy.
6. Senator Humphrey asked a number of questions about covert
activities and vigorously supported the idea that we must deal with the
subversive acts of the USSR by countersubversive means.

7. The DCI spoke to Senator Morse about the excerpt from
the National. Guardian magazine inserted in the Congressional Record of
I /Y
Saturday, 25 April 1959. The Director advised the Senator that this
was a completely Communist-dominated magazine and that by insertion
in the Congressional Record the Communists were able not to quote
from their own magazine, but to assert that it came from the Congressional
Record thus giving it stature, The Director further stated that he would
furnish additional information in a letter to the Senator.
9. Senator Humphrey asked if we could furnish him information
concerning the persecution of the Moslem minority in the USSR. The
Director answered the question generally and then stated we would send
to Humphrey a detailed report.
