On 8 January you asked that a letter be prepared to the new Senators. Attached is the response from the DDS on this subject. 2. I am inclined to agree that a letter to each of the new Senators might pose a problem and would suggest that a call on these individuals by Mr. Warner, perhaps followed up later by a telephone call from you should an-opportunity present itself, would be preferable. I do not agree with the DD/S' objections to the DD/I's participating in a Department of State briefing of the Senators. /s/ Lyman B. Attached is a draft letter prepared pursuant to your request that appropriate letters be sent to the new Senators inviting them to become acquainted with the Agency. Also attached for your information is a list Of the eighteen (18) now Senators. This letter, of course, would be adapted to fit special situations such as Senators Keating. Dodd, McCarthy and others. sending out letters to the eighteen new Senators. Now Congressmen in - 'Washington are besieged with all types of welcoming letters, congratulatory messages, iuvitatione to various activities and other correspondence demanding their attention. Consequently, a letter would not necessarily have the impact do *trod. On the other hand, putting Out eighteen letters inviting inquiry about the Agency could come to the attention of the other Senators and in particular cases such as Chvershak, Mansfield and Margaret Case Smith there is a strong possibility of an adverse reaction. There will be a total of seventy Senators who will not have received such a Letter in the past. 4. To accomplish the same purpose, I should like to offer two suggestions. Additionally, it is common practice, in other legislative liaison offices to have the principal liaison officer personally call an new Senators and appropriate freshmen Representatives. In suck cases they generally furnish some items of departmental information which are pertinent to the Congressman'. particular district or state. In addition to appropriate welcoming words? an offer of assistance is made and the Congressman is provided specific information on the legislative liaison officers available for assistance to the Congressman. I recommend a combination of the two above suggestions and suggest that Mr. Amory could be selected to give a fifteen or twenty minute talk on the Agency an the Department of State's schedule. s/ John S.
