MEMORANDUM FOR: Director of Central Intelligence
SUBJECT: Actions to be Taken with Senator Carl Hayden
1. This memorandum suggests action on the part of the Director
of Central Intelligence. Such requested action is contained in paragraphs
2 and 5.
Z. Attached is a proposed letter for your signature to Senator
Hayden. The letter requests the opportunity for the Agency to present a
briefing on its activities and operations early in the corning session. The
letter contains the further suggestion that the meeting might be a joint
meeting of the CIA Subcommittees of Senate Appropriations and Senate
Armed Services since three of the Armed Services Subcommittee members
are also members of the CIA Appropriations Subcommittee.
3. Also attached is a Memorandum for the Record of my conversation
with Messrs. Thomas J. Scott, Assistant Chief Clerk of the Committee
staff and Francis Hewitt, Assistant Clerk of the Committee staff, in which
the subject of this briefing was discussed in some detail. The fact of this
discussion is noted in the proposed letter. In addition the memorandum
records the discussions relating to officially noting the establishment of
the Subcommittee and the fact of its meetings.
4. Of special interest in connection with the Appropriations
Committee is the attached memorandum from Colonel Grogan which indicates
a Senator on the full Committee is going to attempt to have the Director of
Central Intelligence appear before the full Committee to answer questions
regarding the Agency. I can only hazard a guess an to the identity but my
guess is that it is either Senator rilender or Senator Dworshak. I am
inclined toward the former. Part of my reasoning is based on Senator
Ellender's meeting with some of our representatives on his r*cent 25X1

5. Senator Hayden is currently in town and plans to remain
here until Congress convenes. I am informed he is not particularly
busy. While you had not planned to see him prior to seeing Senator
Russell. I believe you should see him in this interim period. Under
the circumstances it would be worthwhile to discuss with him the
question of the Agency briefing and on a joint basis. In addition you
could discus. with him the desirability of some type of Appropriations
hearing before the Subcommittee including official recording of the
establishment of the Committee and noting of the Inct of meetings.

Having in mind the convening of the 116tit Congress in the
near future, I would like to bring to your attention several thoughts
concerning Agency appearances before the CIA Subcommittee of the
Usual* Appropriations Committee. As in the past. I shall continue
to make myself available to respond to the wishes of the Chairman
and the Subcommittee members.
Very early in the corning session, possibly in January,
would like to appear before the Subcommittee to present a briefing
which will deal in considerable detail with the Agency's activities,
operations, and some of its accomplishments. It is expected that
this briefing would last no more than two hours. I suggest that we
be permitted to conduct this briefing reserving questions until its
Completion. at which time I and other members of my 'deli would
be glad to respond to questicms.
At the end of this presentation or at another meeting,
would be glad to furnish an intelligence briefing concerning recent
events and a general status report. However, it is my belief that
a briefing on the Agency WW1 is highly desirable to enable the
Subcommittee members more effectively to **dye the progress
of thit Agency. The scope and content of such a briefing have been
discussed with Mr. Thomas S. Scott. Assistant Chief Clerk of your
Committee, and Mr. Francis S. Hewitt, Assistant Clerk of your
Committee.

Since three of the five members of the CM Subcommittee
of the Senate Appropriations Committee are also members of the
CIA Subcommittee of the Senate Armed Services Committee, I
suggest for your consideration a joint meeting of the two fubcozrs-
mittees for the briefing on Agency activities. Consequently, a
joint meeting would involve only two additional Senators. In the
meantime, if there is any way the Agency can be of assistance to
the Subcommittee, please let us know.

SUBJECT: Discussion with Francis Hewitt of Senate Appropriations
Committee Staff
1. Legislative Counsel met with Francis Hewitt of Senate
Appropriations Committee staff and discussed the possibility of a
briefing before the CIA Subcommittee of Senate Appropriations on
Agency activities. The question of making a matter of official record
the establishment of and membership on the CIA Subcommittee including
record/mg officially the fact of meetings was discussed. This brought
up the question of a hearing before the Subcommittee on the CIA budget.
2. At the suggestion of Mr. Hewitt these points were discussed
further with Mr. Thomas J. Scott, the Assistant Chief Clerk of the
Committee staff. From the reactions of these two, it was clear that
any change in existing procedure should be discussed with Senator Hayden.
it was equally clear that it was their opinion that the present procedures
for handling CIA matters were the result of what was believed to be the
Agency's wishes in the matter. In particular, Mr. Scott speculated that
if the procedures were changed and if the Agency did brief the Sub-
committee on Agency activities, the position of the Subcommittee members
would be strengthened in dealing with queries from other Senators and
especially in the case of Senator Hayden.
3. In considering the possibility of an Agency briefing there was
discussed the fact that three members of the CIA Appropriations Sub-
committee also are members of the CIA Armed Services Subcommittee,
only Senator Hayden and Senator Chavez not being members of the CIA
Armed Services Subcommittee. Also all members of the CIA Armed
Services Subcommittee are members of the Defense Appropriations Sub-
committee. In view of the overlapping of the membership of the two CIA
ftbcomrnittees4 the thought was raised of having the CIA briefings done
before a joint meeting of the two Senate CIA Subcommittees.

4. Both Mr. Scott and Mr. Hewitt raised the matter of the
Mansfield resolution for a Joint Committee and indicated their opinion
that if some of the steps discussed were accomplished (or other similar
actions), there would be stronger rebuttal for some of the arguments
for a Mansfield type resolution.
