on the necessity of weakening Russia through the disinte-
gration of the Soviet.Epire from within.I think that is
the way which could lead the world out of the contin..al
crisis created through Russian imperialistic policy.
I would appreciate if you would give me the pos-
sibility to expose you personally the eventual application
of the ideas of this general outline.
I am sure that the realization of this policy is
in the interest of the United States and the whole huma-
nity.,

M E M O R A N D U M
on the necessity of weakening Russia through the disintegration
of the Soviet Empire from within.
If we compare the power possibilities of the Soviet Union
and the USA at the end of World War II with the situation today,
we see the enormous changes which followed.,In 1945 Russia could
survive only through the help of the USA,but today the Kremlin
despots represent a serious danger to the freedom and peace of
the whole world.The Berlin crisis today and the probable crisis
in the Near East in-the near future are only expressions of this
changed situation.
I see no reason to suppose that the situation of the Free
World in the future would be any better if the same policies we-
re to be pursued as in the years 1945-1959.On the contrary it is
probable that the future would. continually bring smaller or grea-
ter advantages,but always advantages,to Russia.
Russia has decided to impose her domination on the whole
world.To attain this aim Russia is presently engaged in a poli-
tical,ideological,economic,and. even military offensive.From 1945
she has been waging a kind of war against the Free World.The Free
World on the other hand is only defending the maintenance of a
status quo,This different attitude favors Moscow and has dama-
ging consequences for the Free World,
The soviet offensive policy and the defensive policy of

the Free World assure for Russia the possibilities of communist
infiltration,disguised aggressions and the consequent disinte-
gration of the western countr:ies,On the other hand this policy
does not assure the Free World the same possibilities behind
the iron Curtain.This containment policy contradicts the prin-
ciple of reciprocity which is the recognized ground of inter-
national relations.The newly propagated policy of disengage-
ment,or elastic proceeding with the Soviets assures Russia new
gains and new losses for the Free World.
The Free World sees principaly communist ideology
as the real danger and hopes to maintain its positions by com-
bating communism,In reality the communist ideology represents
only one of the instruments of Russian imperialistic policy.
There exists a symbiosis between both.Without the Russian po-
wer,the finances granted by Moscow,Soviet economic offensives,
activities of agents educated in Russia etc.comaunism could
not represent a real danger for the Free lWWorld.Certainly,it
is important to fight communists everywhere they appear,but
only by combating and weakening Russia would it be possible
to succeed in fighting the danger which represents this in-
strument of Russian aggression.If Russia is weakened,comm-
nism is weakened.
Russia does not use only communist ideology to at-
tain her goal,the domination. of the worid,She uses the ideolo-
gy of panslavism.to dominate East and Central Europe.Russia
presents herself as a fighter for independence of colonial
peoples to disintegrate Asia and Africa as a first step to-
ward domination of these continents.Mosoow engages herself

for the chauvinistic aims of the Arabic peoples to prepare the
conditions for Soviet domination. of the Near East,.
The present rise in modern armaments represents for e-
very people a heavy burden and drains heavily on the living stan-
dard of every people.It could be a decisive factor in the disor-
ganization of finances of most free countries,Until Russia domi-
nates 200 million Europeans she has the possibility to realize
these aims by exploiting them as slaves without respecting their
living standard.
As long as Russia maintains her strength the developing
of underdeveloped countries can. not proceed in a natural manner,
the living standard of many countries of the Free World can not
rise enough,the most of free countries,for instance in Europe,in
Asia,Israel ete.shall be in a great measure andangered,etc.
This different instruments and measures assure Russia
many possibilities to work for the disintegration of the Free
World.Moscow finds enough weak places in the Free World which
could be misused against it.If in some country of Asia or Africa
trouble comes,its economic importance for the Free World is dis-
minished.The economic basis of the Free World would be smaller.
Through tie neutral attitude of any country the defense possibi-
lities of the Free World would be step by step reduced.Even if
Moscow realizes only some of her objectives,step by step her
possibilities grow,The Free World could not realize gains while
it is on the defensive.It could at best maitain her positions.
Kremlin despots through her offensives could create such situ-
ations that the Free World would prefer follow a flexible line
of policy,and cede some positions rather than risk a war.

That is why the aggressive policy of Moscow was successful
in the past and will be successful in the future too.In this way
Russia become strong enou . to obtain step by step new successes
in the future at the cost of the Free World even if is has deci-
ded to defend its positions,
II.Necessity ofchangi n policy against Russia.
The Free World should deduce all political consequences
from the fact,that there exists a substantial difference between
the interests and the wishes of the soviet ruling class serving
the ruseian imperialistic aims,and the interests of the subjuga-
ted and exploited non-Russian peoples.The Free World should make
its on the interests of the subjugated peoples against the Krem-
lin despots.It is logical that the great majority of the enslaved
population behind the Iron Curtain is the potential ally of the
Free Vorld.There is no doubt that a strong Russia represents an
acute danger for freedom. and for peace of the world,and that is
why the weakening of Russia is in the interest of humanity.
The Free World has to change its defensive policy for an
offensive;in a political,ideological and diplomatical sense.The
West must replace the policy of maintaining the status quo for a
policy aiminf toward the weakening of the Russian Empire through
its disintegration from inside.This is the policy which could sa-
ve the world from, a 3rd World War.
The Soviet Empire is the creation of the F.ussians.After
1917 100 million Russians successively imposed not only communism
but also Russian domination upon 100 million peoples which proclai-
med independence in 1918-1919 after the Bolshevik Revolution.Du-
ring and after World War II Russia extended her domination upon

other 100 million Europeans.At present,.l00 million Russians domina-
te 200 million non-Russian European peoples.
If it is right that the peoples in the colonies in. Asia
and in Africa become independent,,it could not be wrong if these
200 million European people aim for independence and if the Free
World takes a position in the interest of the freedom and indepen-
dence of these enslaved Europeans.Only through the domination and.
the exploitation of non-Russian peoples can Russia be strong enough
to endanger the whole Free W?rld.If Russian domination be limited
to the Russian ethnic territory,she will cease to endanger humanity.
11irough the weakening of the Russians,Red China would
be weakened also.It is known that not only the establishing of the
cou.nist regime in China. but also its building-up is impossible
without the help of Russia.Without weakening Russia it would be
impossible to stop the continual strengthening of Red China.
It is in the interest of the Free World to help and to
exploit against Russia all of the centrifugal forces that exist
behind the Iron Curtain.To assure the necessary help to everybody
who can. contribute to weakening Russia,the Free World must recog-
nize the right of independence of all subjugated peoples behind
the Iron Curtain.
It would. be advantageous if non-communist Russians
would be ready to take part in the fight against Moscow imperialism
by fighting the Kremlin despots ruling the Russian 24impireoI am
affraid,this would not be possible;most of them are namely more
Russian imperialists than anti-.cosmnunist.That is why the realiza-
tion of this goal should not be conditioned through the partici-
pation of the Russians.
The Free World must be interested to assure the neces-

saxy help for the realization of concrete liberation programs of
all these peoples.This would represent for the West only advanta-
ges.If there would be no peoples behind the Iron Curtain who want
ndependence,the West in its own interest and in the interest of
humanity should invent them.
III.How to rocede.
The West has to decide for itself the global political
and ideological strategy against Russia as the Kremlin pursues
her global aggressivenes against the Free World.It is necessary
that in the West there exist a global planning against the Russi-
an imperialistic danger.We have to prepare and realize the condi-
tions for the coordinated and synchronized activity of the popu-
lation behind the Iron Curtain,It is necessary to exploit the
existing unrest of the population against Russia.It is necessary
to mobilize and direct all these forces against Moscow's poten-
tial.
I have in mind no direct action by the USA or some other
free country.This action is contemplated as an action of the sub-
jugated peoples in the interests of their liberation,and not as
an action of some Great-Power against Russia.The goal is the de-
composition of the Soviet inpire from inside through this libera-
tion activity.The action should be realized through the enslaved
peoples,planned and organized through refugees from these countries.,
l.The planning,the coordination,the synchronization as
well as the realization of the action should be for instance con-
centrated in the hands of the substantially enlarged Anti-Bolshe-
vik Bloc of Nations /ABN/ staff,composed of the representatives
of all enslaved peoples.This staff through collaboration for in-

stance with the Asian Peoples' Anti-Communist League /APACE/ could
extend this activity to Asia too.
2.The activity of this ABN staffs would be aided,backed
and financed through for instance a Committee organized in the USA
or somewhere in the Free World under the name:Freinds of ABN in the
Free World.
3.To assure the coordination of the activity of the ABN
staffs and the Friends of the ABN' in the Free World with the poli-
tical,diplomatic,intelligence and. military cirities of USA and other
free countries,and with the defensive organizations of the Free
World /NATO,SEATOsBagdad Pact/ a Coordinating centre should be crea-
ted.
IV.The measures to 'tie applied.
Russia could dominate these different dissatisfied peop-
les only by isolating them one from each other,Kremlin despots use
all possible intrigues to create misunderstandings and enmities bet-
ween these subjugated peoples,,Inside of every country throuh pro-
vocations and suspicions they isolate the individuals from one an0-
ther.Today nobody trusts anybody.That is the prerequisite of the
Kremlin's domination over a great mojority of dissatisfied people.
That is why the first step should be the creation of the
solidarity feeling between the whole enslaved population and the
propagation of the consciousness of the identity of their interests,
It is necessary that they have this consciousness that all are allies
against a common enemy,the Russian imperialists.
As a result of this activity the Kremlin despots shall
lose the feeling of stability of her regime and her agTessiveness
shall become less efficient.

2.The second step should be the realization of a coordina-
ted passive resistance of all subjugated peoples.The organization
should be realized on an individual basis to make difficult,if not
impossible,the successful preventive and repressive measures of
the communist agents.
As a consequence of these measures the Soviets shall lose
not only the possibility of cotinuing her economic offensive among
the countries of the Free World,but also shall have difficulty to
give economic aid. of any importance to Red China.
3,The thLtd step should be the active systematic damaging
of the economic,adm:inistrative,security,military,the entire state
machinery.I have in mind the organization of a large scale sabota-
ge activity,and the creation. of fighting partisan-groups against
the officiales of the communist party and. the state organization.
The individual fighters shall, create partisan units.
As a consequence of this realised activity on. a large
scale Russia shall not have the necessary strength to realize her
actual aggressivenes against the Free World,
4.As a final step there should be:
a general strike;
a general uprising of the subjugated peoples;
and the secession of the non-Russian territories.
This is an application against Soviet 3 Aire of the meth-
ods which Russia is using in the countries of Asia and Africa.
If a general uprising would be necessary,it must be con-
sidered as an internal liberation action and not as an internatio-
nal liberation war of some Great Power against Russia.
These steps do not represent a risk of war for the Free
World;on the contrary they dismiss the danger of war.The territo-

ries inhabited by non-Russian populations are on the edge of the
Russian Fmpire.Throueh this activity the tension between these
peoples and the Russians shall be augmented.
In the territories inhabited by non-Russians there a-
re great industrial-plants,ore deposits,experimental centres etc.
All these measures would represent a great danger for the regular
functioning of the Russian state machinery which to a certain deg-
ree is composed of different nationalities.The soviet military u-
nits shall feel the consequences of the animosity of the non-Rus-
sian population.The military units of the satellite countries
shall be less efficient or become completely useless.Even the mi-
litary units of the Soviet Union proper composed of 5011o of non-
Russians shall lose coherence and efficiency.All the conditions
to give a mortal bl-ow to the Russian Empire could be created in
this manner.
In my mind the Free World's calculation of an upri-
sing of the Russian people proper against the Kremlin despots is
not practical.Certainly,there are Russians who oppose the commu-
nist regime.But they appreciate the results of the imperialistic
policy of the Kremlin despots and are not ready to endanger them
by opposing the regime which dominates Russia.
V.The means.
To contact the population behind the Iron Curtain it
would be necessary to organize in the frame of the ABN staff in-
formation and intelligence centres.
It would be necessary to create non-official radio
transmitting stations along the frontiers of the Iron Curtain,and
underground transmitting stations beriind the Iron Curtain.
It would be necessary to prepare and smuggle leaflets,

send couriers,etc.
2.It would be necessary to school the technical perso-
nal as well as the fighting methods for the conditions existing;
behind the Iron Curtain..
3.To create centres for the technical material as well
as for the necessary arms.
VI.A solution without war.
The danger of war will rise constantly with the rise
of Russia's power.Russian power has risen to such a degree that
only through substantial weakening would it be possible to find a
solution of the pending problems of the world.
The way to procede with the weakening of Russia is
through the disintegration of the empire she created with her
aggressions.That is why it is necessary not to lose thme and to
adopt this policy immediately.
The application of this policy does not risk the dan-
ger of war and also does not precipitate it.On the contrary,with.
the beginning of this activity the risk to wage a war would be
greater for Kremlin despots.
The danger of war is in correlation to Russia's
strength.If Russia is consolidated within,and she has enough po-
wer to realize with success her aggressions,there are greater pro-
babilities of war than if she were unsure within.It is known that
every war creates the preconditions for the rise of the activity
of existent centrifugal forces in a state.It is improbable that
Russia would start a war aiming to stop the disintegrating forces.
Moscow despots know they could precipitate through war the disin-
tegration.But could not stop it.
In case of war the centrifugal forces in Russia could

obtain general help they could not obtain in peace time.That why
the Moscow despots constantly speak about peace;in reality they
are waging war without interruption against the Free S,Vorld.They
exploit all forces of the dominated countries for this goal.ln ca-
se of war the Soviets could not augment her forces in such a manner
as the Free World could it she were to introduce a war administra-
tion.Precipitating war Russia could not gain anything but would
lose everything.
Through the proposed activity Moscow despots would be-
come uncertain.Mescow could not risk a war if the majority of the
enslaved population become conscious of its possibilities to de-
feat Russia.That why all these proposed measures do not represent
an augmentation but a decrease of the actual danger of warn
