MEMORANDUM FOR THE DIRECTOR
1. This memorandum recommends action in paragraph 3.
2. Attention is invited to the suggestion in the telegram of 23
December 1958 from F. M. Kercheville, American Legion, Department of
New Mexico, that maybe someone in the American Legion in Washington
would present the citation for meritorious service to you on behalf
of the Department of New Mexico.
3. This citation to you is not a national one and was actually
made on 29 June 1958 so I would recommend that we not ask that the
presentation be made by an official of the Legion in Washington.
Instead, I recommend that you send a letter to Mr. Kercheville, (attached)
thanking him for this distinction which helped make your Christmas a more
happy one, it having arrived (as was intended) on Christmas Eve.
