MEMORANDUM FOR: Director of Central Intelligence
SUBJECT: Nomination of Lyman B. Kirkpatrick for the Sixth
Annual Career Service Award of the National
Civil Service League
1. This memorandum transmits a suggested letter for signature
of the Director of Central Intelligence and other documents nominat-
ing Lyman B. Kirkpatrick for the Sixth Annual Career Service Award
of the National Civil Service League.
2. The National Civil Service League is a nonpartisan citizens'
organization for good government. Mr. Nicholas Kelley is President
of the League and its officers include Robert L. Johnson, Dan(el W.
Bell, Weston Rankin, and James R. Watson. A brochure describing the
League's Awards Program is attached. The Awards Program is under-
taken by the League to strengthen the public service by bringing
national recognition to significant careers in the Federal service.
Awards are granted each year to ten Federal career employees who
exemplify in an outstanding manner the characteristics of competence,
efficiency, character, and service.
3. The Central Intelligence Agency has not previously nominated
any employee for this award. After consideration by senior officials,
the Honor Awards Board has unanimously decided to recommend Mr. Kirk-
patrick's nomination.
4. The League's award ceremony will be held 15 March 1960. How-
ever, nominations must be submitted to the President, Mr. Nicholas
Kelley, by 1 December 1959.
