"Thank you for your letters of 21 May and 5 and 12 June sending
copies of replies you have received from various people to whom you
wrote concerning the establishment of a proposed Freedom Academy.
I am somewhat concerned that your letters to your
various colleagues may give the impression that I am trying to influ-
ence unfavorably pending Congressional legislation. This I never do
unless it is by direct appearances through Congressional committees
where my views are sought.
As I indicated to you, the proposed legislation does not directly
fit in with my own type oL work where anonymity for trainees is most
essential. However, I do not wish to be considered as opposing any
constructive move which would help to bring to the attention of the
American people the grave menace of international communism and
alert us to the need of doing more to prevent its gaining headway in
its vicious attempt to influence the minds and the lives of people every-
where.

Attached is the following correspondence from Mr. Lundy:

sent to Mr. Kleberg and others. You will recall that
you decided not to reply to this.

I have talked to Larry Houston about the statements Stan Grogan
proposed indicating you were estopped from making any public state-
ments on pending legislation due to your official position. Larry
agrees that there is no such prohibition although you could certainly
say that you generally follow such a policy.

or you may wish to phone either Lundy or Kleberg instead of sending

STAT MEMORANDUM TO:
1. I think it is unfortunate that Mr. Lundy is quoting the DCI
as opposing Senate Bill 1689 as well as H.R. 3880 now before the Congress
to create a Freedom Academy. While his intentions are undoubtedly good,
this places the Director in the position of trying to influence
Congressional legislation through the use of outside industrial leaders.
Mr. Lundy, of course, is president and general manager of the Midwest
Metals Corporation of Davenport, Iowa.
2. I also think it is unfortunate that Mr. Lundy credits to Mr.
Dulles a statement that he sa is not that of Mr. Dulles' but actually
was made by Dr. hn R. Van dater of the University of California,
Los Angeles. His presume on at I felt that you would not mind if I
attributed them to you as I am sure you concur" is rather disturbing.
3. It is my recommendation that the DCI not answer this letter
from Mr. Lundy, but that the Executive Officer inform Mr. Lundy that
his letter addressed to Mr. Dulles will be brought to the Director's
attention and he knows that Mr. Dulles is appreciative of the sympathy
expressed by Mr. and Mrs. Lundy for John Foster Dulles, as well as the
admiration of Mrs. Lundy for the Reverend Father Avery Dulles, S.J.

Dear Mr. Dulles:
This letter is being written to say how much I appreciate the
time you took after your talk to we BDSA Executive Reservists on
Tuesday afternoon, May 12, to talk with me in regard to the question
raised at our DOCA meeting held at the King Ranch the Sunday before.
FT=-our conversation I have sent out the word, per copies
attached, to our members and many other friends who should be, if
not, cognizant of the Soviet economic threat.
Please do not take exception to point No. 6 which is credited
to you. Those words actually came from Dr. John R. Van de Water of
the University of California Los Angeles who made a talk "Ideologies
in Conflict - A Challenge to American Management" before the Annual
American Steel Warehouse meeting held in Chicago on May 4-6. Rather
than mention all that in my report, I felt that you would not mind
if I attributed them to you as I am sure you concur.
Last evening at home I told my wife, Kathleen, that I was going
to write you today and she said by all means please express our
sympathy to you for your brother John Foster, the leading citizen of
the United States. Kathleen also expressed her admiration for his
son who became a Jesuit priest. We would greatly appreciate your
telling your brother our prayers are constantly for him.

Upon my return from Washington where I attended a recent National Defense
Executive Reserve meeting after visiting your establishment, I must write
and thank you personally and on behalf of our DOCA members for the wonder-
ful reception you afforded us. First of all, I know that all of those
who made up our party had a most interesting and educational experience
visiting the various military establishments and, at the King Ranch, an
exciting and most enjoyable visit as your guests. Your hospitality could
in no way be exceeded, which we all greatly appreciate.
As you will remember, at our DOCA meeting I was delegated to contact
Allen Dulles while in Washington in regard to his feelings towards
Senate Bill 1689 and H.R. 3880 now before the Congress to create a Freedom
Academy. I contacted Mr. Dulles after his talk to our IVER meeting and I
assure you that the name of Bob Kleberg was magic with him and he gave me
his undivided time in discussing the subject.
He informed me that he greatly admired the sponsors and supporters of
these Bills but felt that a Freedom Commission and Academy were unneces-
sary. He has a similar academy now. Its location and those attending
are unknown. If such an academy was publicly established and its students'
identities known, they would be of no value in the undercover work of the
C.I.A., which is readily understandable. To a great degree his present
students are taught the principles of the proposed Academy's function.
1ir. Dulles stated that in his mind the best way to educate our people in
the ways and evils of international communism would be for universities
to establish courses on the subject. By so doing thousands of students
would be reached as well as millions of other citizens who those so
educated would reach. Personally I feel that this is an excellent sugges-
tion and DOCA should lend a hand in promoting this line of thought.

Though it is one step away from military affairs, it is inter-related.
Of my own accord I am today writing the Presidents of several universi-
ties such as the University of Iowa and Iowa State College advising
them of Mr. Dulles' line of thinking.
While in Washington I reported this interview to Phil Jones, who in
turn is advising those living in the Washington area who advocated our
supporting this move. By copy of this letter I am advising all of those
who attended our meeting as well as the others on the trip with the
thought in mind that they discourage the passage of these Bills rather
than encourage them as was our thought before you made the valuable
suggestion that I contact Mr. Dulles.
I again say that a wonderful time was had by all and our grateful thanks
to you for the hospitality you and your organization extended to us at
your King Ranch.
