BYRON DARDEN POST OFFICE BOX 347 EUGENE M. CAFFEY LAS CRUCES, NEW MEXICO E. L. MECH EM JACKSON 6-6655 November 2, 1959 AIR MAIL Mr. Allen f"r. Dulles, Director Central Intelligence Agency Washington, D? C? his. Floyd A Ise of San Mateo, New Mexico, is the United States Delegate to the Inter-American Commission of Ubmen. She has told me on three different occa-ions of her concern over the lack of interest in the State Department for the Latin. American and South American countries. She has attempted to discuss this matter with gtate Department personnel on more than one occaeion, but apparently has been unable to arouse interest in the ratter. She wanted to know if T had any suggestions, and the only recommendation that T could make to her was to discuss the matter b ith you and see if it would. be prssi.ble to direct greeter attention to this area. Orr conversations have covered approximately a ye?r*s time, and she has now conclusively made rp her mind that she should discuss this with someone. Mrs. Ise intends to be in Washington this week and will probably get in touch with yon concerning this particular matter. Any advice you can give her on this problem would be greatly appreciated by her, and T have told her that she would en- joy meeting you and talk7.rr to you, anrrway. T wish you continued success in your chosen field of thankless responsibility. ci n_cerelys, T'LM,p. Approved For Release 2003/05/23: CIA-RDP80R01731 R000300010059-8
