My dear Sir:-
As a method of introducing myself
I have enclosed a service record.
Since my return from Burma, I have
been in attendence at the University of Color-
ado, where I am taking full time work toward
the degree of Doctor of Philosophy. I am
studying Russian, and have gained sufficient
proficiency to make rough translations of
Russian scientific material.
I wish to make a study of the mineral
resources of the U.S.S.R. the subject of my
thesis, but to date, I have had difficulty in
locating the source material on which to base
these studies, either here or in England.
There is a limited amount of
Russian material in the libraries of the
University of Colorado and the Colorado School
of Mines nearby, to which I have access, since
I am an alumni of the later named Institution,
but this is mostly of a geological, mineralog-
ical and scientific nature, in which I am only
mildly interested.

I am more interested in the economic,
industrial and the strategic implications of
the mineral resources. I wish to study and
report on a consolidation and correlation of
such related subjects as, (1) the location,
production, labor complement and reserves of
major mining districts, (2) the transportation
involved from districts to smelters to consumer,
(3) the location, manpower reservoirs and the
capabilities of these refining and processing
facilities, both on a tonnage and quality basis,
(4) the distribution of the final proddtcts,
(5) quantities of exports and imports of
minerals, together with the source of the imports.
Is the Central Intelligence Agency
interested in cooperating in this type of a
study ? If so, to what an extent ? Even your
cooperation to the extent of helping locate
the source material outlined will be appreci-
ated. More extensive cooperation would be
appreciated even rlore.
