C. ii Dear Mr. Dulles: Each year the Naval Reserve Intelli- gence Division of the Third Naval District honors an outstanding leader of our Government at its Annual Banquet. In-recent years we have had the privilege to show our respectful recogni- tion to the Chief of Naval Operations, to the Secretary of the Navy, to the Commandant of the Marine Corps, and to the Director of Naval Intelligence. This year the Intelligence Division desires to recognize the important contribution that you have made over many years in helping to establish and guide the policy of the Central Intelligence Agency. As Commanding Officer of the Naval Reserve Intelligence Division of the Third Naval District, I have the honor to invite you to be our honored guest at our Annual Banquet on December 9, 1959, at the Metropolitan Club, New York, New York. It is anticipated that there will be about 300 Naval Reserve Intelligence officers in attendance. These officers are, in the main, prominent business leaders, investment and commercial bankers, editors and publishers, lawyers, and officers of internationally known U.
