Mr. Dulles has asked me to acknowledge your letter of
November 24, 1959.
We in the Central Intelligence Agency share your keen
interest in the impressive economic developments in Soviet Russia.
You are fortunate to have been able to visit the U.S.S.R. and
personally observe the situation there.
As to your questions pertaining to the U. S. policy response
to the Soviet challenge, this is, of course, a matter of active
interest and concern not only in Washington but throughout the
country. The months to come will surely see increasing public
debate on this problem. The Central Intelligence Agency, however,
is not a policy making office; the National Security Act of 1947r
which authorizes our existence, specifically excludes policy-
w ing fi-om our field of responsibility. Your concern over this
problem can thus be more effectively addressed to appropriate
other Federal agencies or through your elected Congressional
representatives.
Your interest in much appreciated.

Dear Mr. Dulles:
I have just read the article in the U. S. News & World Report
of. your comprehensive and factual information about Russia.
As I visited there a year ago I came away fully convinced that
?Carushohevs plan is to take over the world by industrial
production that no country of the western powers could compete
with.
Dut like to have you explain to me how we are going to even
hold the line of 2go that he predicts... spending billions to
build rockets and hang stations in the sky which has nothing to_
c?o with an actual defense against the Communists, But the.t__is
also in the plans; to bankrupt us financially, which is also
closely related to a moral degeneracy, and who could deny that?.
We read about some of the most fantastic proposals of some
senators that fly aror.d the iorld looking for piases to invest
billions of the taxpayers 45,c dollars, and sometime I wonder if
they are not intentionallyspeeding the day for our collapse.
The two year cultural end Scientific exchange which was just
signed by the president gives the Communists right to come here
and indoctrinate their ideology in to minds of many of our vao-
1.llating citizens, and I have no right to oppose theml' this to
me is an invitation to the Communists to come over here and
brainwash us, and I am sure they will.
