Dear Mr. Dulles: I have lost some relatives and many friends from cancer ( one was a medical doctor whose cancer started with an Xray burn) therefore am extra conscious of developments in this field. Recently I wrote to Senator Neuberger expressing my thoughts and beliefs in the matter. With a prayer and in the hope that what I said in that letter may lead to some help for your brother I am enclosing a copy of it and attaching to this letter a copy of the book referred to. Neuberger: The Newspapers report that you have introduced a bill proposing to appropriate $500,000,000.00 to start a crash program of research on Cancer - -camparable go the Manhattan project which produced the atom bomb - and that said program be under the direction and supervision of the National. Cancer Institute. The sucnoss of the Manhattan project was due to the fact that its directors and staff were dedicated to ACCMPLISHING 'THE JOB, could use all the brains they had - without interference and were not under the necessity of dojing _JAY "hoot saving" fioK anybody. The National. Cancer Institute is not in a comparable position - - it must "cover up" for all past mistakes, errors and omissions on the part of the American Medical ASSOCIATION - -and those who have h -lped them. The American Medical Profession -- the doctors you and I go to Dor help are an honest, conscientious, hard working group of men and women doing all they can to help us, and, within the restrictions limiting the r service, are according recognition to the fact that nutrition and other methods besides "drugs" have a place in the health field. The American Medical ASSOCIA,T1011 is Rol doing all it can for public health, and is actually acting as a "road block" to retard or stop anything except "drug" methods and practices from being evaluated, developed and used. The Association' a membership is ( I believe) restricted to medical doctors ( s.), but it in run by a politically minded control group who dictate what drugs can be used and what methods employed, and once their opinion is issued - - the local doctor who deviates - or questions - does so at the risk of losing his right to practice. The local meaber doctors we go to for help, have no more control over this "top brass" control group, than the local truck driver has to upset Jimmy }!off,' a International Teamsters Union - without legislative cadets:ice. I have a reprint from the Yale Law Journal, May 1954 entitled: "THE AMERICAY "EDICAL ASSOCIATION POWER, PURPOSE, POLITICS IN ORGANIZED MEDICINE" It give-icomplete reference for pvery statement made in it. It is brutally factual. What happens to the doctor who oversteps the dictates of the "top beano" ? The answer to this c-me to me by accident. Ienliired a subway car --someone had discarded a newspaper - -I picked it up and there before my eyes was the report of final decision of the New York Court of Appeals - - Board of Regents vs Stammer Dr. litanuel Stammer, Jamaica, L.I.N.Y. had been given a formula by an old patient of his - saying that it had been given to him by a friend who clnimed that- it would remove a skin cancer --and that perhaps the doctor could use it sometime to help someone. Dr. Stammer thanked him and pigeon- holed the formula. She had been treated by surgery and radium and now the cancer had recurred. Aside from the treataent already used Dr. Stammer knew of nothing else to suggest -.and then he thought of the formula and told her about it, laying, "surgery and radium have not cured your cancer, maybe this formula would help". If you are willing I will have a batch made up - -try it on my own skin to ascertain if it harms healthy flesh, and if it don't, we'll try it on your cancer. She agreed --he did- and in a few weeks the cancer fell off leaving healed skin. She was overjoyed and told everybody " Dr. SAtmmer cured me with a salve". The AMA "top brass" heard of it and preferred charges, against Dr. Stammer, of "unethical" practice Ware the Board of Regents, Albany, N.Y. A hearing was held. Dr. StammeOlem what he had used. and how, and how the fOrmula had came to him. The Board of Regents suspended Or. Stammer from practice for one year for "using an untested substance in a serious case of cancer". Dr. Stammer took a vacation in Europe. When he returned he found that he had been supendedkperaanently. He hired a lawyer --won thr won through every court up to and including Appeals where the judges said, "initiative and originality should.not be kilt effectively stifled". That was Januar; 23.1914. Tobey had a son afflicted with cancer which had been pronouhced "hopeless" - --and then he was treated and CURED by Dr. Robert Lincoln of Medford, Mass. - using a method not recognized by the AMA "top brass". Sen. Tobey felt as you do that something should be done about research --particularly about a new drug brought to NUB country by Dr. Stephen Durovic and known as KRMIrZEN. Knowing the 7?. owerfull opposition he was planning to encounter - -he went to the Dept. of Justice and asked for their beat investigator. They assigned Benedict F. Fitzgerald to work with him. Unfortunately, about the time Fitzgerald' a investigation was finished, Sen Tobey died, but before death he requested another Senator to carry on the invErIttgation because of its life-and death importance to the American people. That Senator would' t talk with Fitzgerald, and buried the report in some subcommittee where it waspermitted to die. The whole &tory about PREBIOZEN in all its sordid details is completely reported in the book "A Matter of Life Oft Death" by Herbert Bailey. Everyone interested in cancer should be vitally concerned with this report. The late Sen. McMahon who died of cancer was helped so much by KREBIOZEN ( it practically eliminated all pain) that he requested Sen. Douglass to push through the lAROVICIKPEBIOZIN hill, and telephoned hie friesadSpeaker Rryburn and said, "Sam, there is one thing I want you to do for me - -get that bill passed to keep the discoverer of EREBIOZEN in this country. I know what it did for me, and it will probably do better for others before long. ;,ets give it a chance". The wife of Mr. S. Arthur Hershey, a Chicago business man, had cancer atich was pronounced "hopeless" by three top medical doctors. He heard of KREBIOZEN --got his wife treated with it and she recovered to where she was able to play golf twice a week. Re felt that be should do something so that all doctors would use it --so he wrote to Sen Lyndon Johnson asking him to "do something about it Nothing happened. Moulder - -hired Bernard Swarz as counsel, but when he turned up so much in the way of "leads" the Committee got into a wrangle and fired Swarz. That angered Cone. Moulder so he resigned chairmanship and Cong. Ferries took over. The Committee could not stop there, so, reluctantly', waded into FCC. Now what is in the cards ? Chairman }Tarries issues an incomplete report on an unfinished investigation - - says every member of the Committee believes the investigation should go on - - but esks for no money to do it and is reported as stopping the c t vi ties of the Committee. WHY 7 The American Medical Aesociation is reputed to have the most powerfttl lobl-y in Fashingten. Last year they spent )4991906.00 on public relations and lobbying. r.eeently they sent a questionnaire to their doctor members asking information about the hobbies, church affiliations, newspaper support and other nersonal facts about every member of Congress. WHY? No Chiropractors, Naturopaths, Naprapaths, Nutritionists, Mectronic Daignostic methods or treeteents, Nurses, Purveyors of pure foods - -NOBODY. The Osteopeths are new eecognized, since they agreed to study "drug" methods and qualify as M.DI s. e Congress= I talked with about this matter said " I ani not a lawyer, doctor, engineer or scientist, therefore when a matter comes up for my decision I have to depend am the EXPERTS in those professions for advice. Senators, Congressmen and Judges are Jr this same situation - --they depend on ,XPFET opinion, consequently with this "CON 1L3 OF MEDICAL OPINICNe (presumed to he true) --weapon, the vafious Federal egencies, FTC, Fero P.O.FReDD Div., and the Courts have driven many honest citizens out of honest legitimate ix/sir:ere-les --but this is a minor matter compared to the blocking of honest irdependent cencer research. Before any money is appropriated for use by the National Cancer Institute there should be an investigation ( comparable to that being run by Senator ro.11elland ) into the aperetion of all the Federal egencies to ascertain TO ricks the doctors that staff these 'igencies --and WHY.
