.1. This memorandum is for your action as stated in
Paragraph 3.
2. In the various estimates (including contributions to
I Ets) and reports that the Office of Scientific Intelligences
prepares on Soviet science, current estimates and Projections
of Soviet scientific and technical manpower graduations and
employment are presented, Ccspsarable data on 'the tied States
are required to provide a yardstick for evaluating the Soviet
effort. In the past, no satisfactory U. S. data have been
available and it has been necessary for our analysts to extra.

the National Science Ibundation and the Bureau of labor
Statistics.
3. A suggested letter is attached asking the National
