This memorandum is for the information of the DCI, and contains a recommendation for action on the part of the DCI. Such. recommendation is contained in paragraph 6 of this memorandum. 2. Attached herewith is a memorandum to the DCI from the Office of the Assistant Secretary of Defense requesting that CIA furnish assistance to Dr. Kahn and selected members of his staff, Dr. Kahn is the leader of a WSEG project to determine the optimum utilization of indigenous forces in. selected underdeveloped countries. 3. Our previous liaison with WSEG has been arranged through the PP Staff of DDP and had been concerned with operational techniques in unconventional warfare, The kinds of information noted in General Anderson's memorandum fall largely in the DIII area and indicate that Dr. Kahn's new study is much broader in scope. (Some items actually fall outside the competence of this Agency. ) 4. Since the relationship between the Agency and the Kahn group has already been established and since General Ander- son seems to put store by its continuance, I believe that you :slr~uld go along with. the present request. I feel that components of both DDP and DDI should endeavor to meet the Kahn require- ments by such means as working level contacts, referral to documentary materials in our possession, etc. I do not recommend that we plan to furnish finished intelligence to specification. 5. Accordingly, I believe that your reply to General Anderson. should indicate your willingness to assist the Kahn group in areas where the agency is competent.
