From time to time we hear a little about the organization
in Defense that started out as a "cold war" committee and now
apparently has some other name. Jack Irwin, originally told the
OCH luncheon meeting about the form"ou of this committee and
you have referred to it In that forum and also in the Special Group
meeting.
It strikes me that such a committee could be most useful
to you in screening the ideas that rraust be produced in large
numbers from within the Defense establishment. As I understand.
it, the emphasis is on, actions that can be carried out overtly.
It occurs to me. however. that you may also receive a amber
of worthwhile suggestions that would require covert handling t
implement.
In such an event, it could be very helpful if you would
consider making the proposal available to me. There is certainly
no over-supply of useful ideas for effective action in the covert
field and I am always more than receptive to suggestions of this
nature. You personally are of course fully aware of the types of
projects that we try to motet.
