SUBJECT: Revision of NSC 5511
1. The attached memorandum for the Chairman, Net Evaluation
Subcommittee has been prepared by Dr. Montague in consultation with
me for use in your proposed discussion with the Chairman N.E.S.C.
Each of these suggested changes, which you have had under consideration,
are of such importance to the orderly accomplishment of the NESC
mission as to justify an effort to have them considered for inclusion
in the revision of NSC 5511. Based on past experience I believe that
the Chairman NESC would welcome them. He might more appropriately
introduce the items in paragraphs 1, 2 and 3 himself. The arguments
in support of these three paragraphs may be found in the Annex to
Dr. Montague's memorandum of 7 April attached:
Reference "key installations" -- see paragraphs 9,
10 and 11.
Reference "first thirty days" -- see paragraph 12.
Reference "change of date from October 1 to December 1" --
see paragraph 13.

information throughout the evaluation.
