the Bar of the City of New York, I am planning a visit

MEMORANDUM FOR: Special Assistant to the Director
SUBJECT : Dudley B. Bonsai
1. The Special Committee on the Federal Loyalty Security
Program was set up by the Association of the Bar of the City of
New York to survey the entire Program. It has begun with a
research and study program, the Director of which is Professor
Elliott E. Cheatham of Columbia University. A series of studies
have been prepared and the Committee has had meetings in which
these and various problems involved have been discussed.
Nothing apparently has been published nor have any conclusions
or recommendations been formulated.
2. There have apparently been discussions with the Depart-
ment of Justice and other agencies about the general problem. Any
contact there ma have been with the Congress was not known to
my informant, who is an associate of
Mr. Frederick , n member of the Committee.
3. Apparently the Committee's survey is favorably known to
the President, as he was quoted when the first move was made by
the Congress to start a survey as saying that congressional
action was unnecessary since the Special Committee of which
Mr. Bonsai is Chairman was an excellent group to perform this
work.
