Dear Allen:
In Yugoslavia this winter I ran into all kinds of conflicting
information on the course of events there during the war and
I would like very much to get my facts straight. I refer,
primarily, to the Mikhailovich-Tito conflict.
Is there any readily available material that I could read on
this that would give me a reliable picture of what went on?
Am I right that Mikhailovich had ceased to be much of a factor
after 1944? Is the evidence that he was dealing with the Ger-
mans really reliable?
I hate to trouble you on such questions. But I know from your
own work in that area during the war you must have known this
situation intimately and I will be grateful for any guidance
that you can give me.
I have thought a good deal about the Soviet World Youth Con-
ference this summer and I am doubly hopeful that there will
be some bright, competent young Americans in Moscow at the
time that can not only keep the "American representation"
from falling into the hands of some of our confused fellow-
traveling youngsters but who can make a really positive,
affirmative presentation on their own.
I referred in several recent talks that I have given to the
need of substantially increased cultural exchange with the
Soviet Union and I have found an enormous amount of public
support for this view. I do hope that the Administration
will seize the opportunity. If they do so, I believe the
major section of the American people will be solidly behind
them, particularly if they explain their position affirm-
atively.
With my warmest regards.
Sinc erely,
Chester Bowles 0
