Dear Allen
Thank you for your letter of yesterday about
the proposeu visit of a certain gentleman to the United
States. You say that your people and, you understand,
the State Department are inclined to think that it
would not be wise to encourage this visit. You ask
me if I concur.
ZUith your vastly broader knowledge of the
situation and the facts involved in this problan than
I possess, I of course defer to your judgment in the
premises. I am not in a position however to concur in
or to disagree with your attitude towards this problem
onsiderations on
simply because I do not know the considerations-
which your attitude is based. I have no doubt that
they are sound. Some day I hope we may find an op-
portunity to talk it over to5ether. Of course I
shall give no encouragement whatever to the gentleman
who broached the proposal tome,
