When, five years ago, I sent Dr. Alexander to you and Senator Green to ask for assistance in bringing the Russian Orthodox Bishop Seraphim and' fourteen Monks (refugees from Soviet Russia) from Switzerland to America, I ,was convinced that this group would be not. only of the greatest importance to the millions of Russian Orthodox people in the United States of America, but that they would be useful in' cur fight against Communism. Through my constant contact and visits to their monastery in Jordanville I could see the creation of the {pus s ian Orthodox Church outside the Iron Curtain. With last year's arrival of the -Jorld t`_etropolitan Anastasius and the first t:!orld Co ress of the Russian Orthodox Church since 191which was held in or anv a on November 26, , they. have reached t eir aim. Through my pear to is reports you are woll informed about these and their other achievements. Impressed by their hard educational and missionary work, their fanatical hate of Coimunism, I consider this outstanding intelligent group indispensable for the project which I have often discussed with you concerning DESTRUCTION OF TH POLITICAL SOVIET REGIME WITHOUT MILITARY FORCE On a visit to the monastery in Jordanville in October of last year I discussed confidentially with Archbishop Vitaly and Dean Dr. Alexander a detailed plan for PENETRATING THE IRON CURTAIN BY USE OF TRADE WINDS I am glad to have found their enthusiastic support and encouragement for this idea, and have since received their ex- pert advice for the approach to the Russian people with such Approved For Release 2007/08/06: CIA-RDP80RO1731 R000500380055-0 Approved For Release 2007/08/06: CIA-RDP80R01731 R000500380055-0 G,ArzDA ENGINEERING The Attorney General February 20, 1951 means. This group is very eager to cooperate and assist with their advice in working out detailed plans for such approach through the important medium of the Russian Ortho- dox Religion. They see in the use of "TRADE WINDS" the most promising way of contacting the people behind the Iron In addition to the advice of this Religious group we can recruit other religious groups for this plan and many politidal experts from our Nationality Division with their valuable knowledge of the different nationalities and races behind the Iron Curtain. We have studied the meteorology of the "Trade Winds" in detail, based on scientific observation, and my expose "OUR ONLY CHANCE" contains a map: TRADE WIND PIOVEMENTS. This expose'also gives further details of my plans. I leave this confidential material with you in full con- fidence that you will bring it to the attention of the compe- tent authorities for serious study. You can be assured that I shall devote my entire ener- gies to the successful development of this project for I have complete faith that, with your assistance, we shall ac- complish our purpose.
