September 15, 195+ One of my greatest anxieties is the apathy of the American public toward our counter- propaganda program and because I am so tremendously interested in this activity I selected "Can We Win the Cold War" as the subject for an address I made before the International College of Surgeons in Chicago on September tenth. I feel so strongly about the importance of getting our country's point of view over., not only to the millions behind the iron and bamboo cur- tains, but also to the free peoples of the world that I am taking the liberty of enclosing a copy of my speech and I would be honored, indeed, if you would take the time to read it and pass it on wherever you feel my recommendations will do the most good to win the support of the Congress and Administration. If we can successfully answer the lies of our enemies and reassure our allies it may not be necessary to fight another World War. Honorable Allen W.
