Dear Mr Presidents
Om Amery 11, 1954 1 addressed a letter to you about the warlike
mtetements attributed by the Lasrican Press to Xing Saud of Saudi.
Arable. On Jan. 26, 1954 Nr. Stephen?. Dorsey, Deputy Director of
the Office of Near Western Affairs Department of Stet* advised that
an authentic version of Wing Seud's statement was not mailable, but
that the policy of the Arab States wee not to embark upon militerY
aggreseloo egeinet Israel.
On February 5, 1954 in my reply to Mr. Dorsey I pointed out that if
Xing Saud had been incorrectly quoted, the error should be serreoted
by the press. However if upon investigation it is found that the
published statement was comsat, them*, farther financial or military
assistants, can legally be granted Saudi Arabia an it would violate
Section 202 (b) of the Mutual Security Act of 1951.
On February 5, 954 Mr. Howard A. Cook, Chief, Publle Services Division
Department of state, replied that under the Tripectite Declaration of
1950, the United States stood fully behind the commitments to resist
aggression in violation of existing armistice amounts between Israel
and the Arab States.
It now appears that the statements of Xing Saud were correctly reported,
because the papers state that the Arab countries are seemabling orates
on the borders of Israel. Xing Saud recently visited Cairo and it seems
that he to actively engaged in preparing to carry out his warlike
intentions.
An alarm must be sounded immediate warning given to Xing Saud and
the Arab States that any agrension on their pert will violate the
Tripartite Declaration of mey 1950, and the Mutual Security Act of 1951.
and that the eanotions provided by those acts will be involved.
It is of the greatest moment that firm and definite action be taken
immediately because a spark in the Neer East may kindle a world wide
conflagration, and the cold ear will become a hot war.

sing Saud has more than warlike intentions, lie has publicly /stated
that he will eonquor Israel and wipe it off the fame of the earth. Thie
le barbarianism and not *she taken lightly. When Wier made nisi'sr
statements they were ignored because deemed fantastic, but events proved
his to be very serious. Thus it is with King Saud.
The United States Government and its people seek peace. Peace can be
realised in this instance by a firm policy of not giving area nor any
assistance to the Arab States until King Saud and his allies agree to
abandon their warlike intention and to act and live at peace with Israel
And the rest of the Rations of the world.
It is respectrulay requested that the United States act immediately
and firmly in this ease.
